I couldn't agree more and have been saying the same for quite some  
time.  The objective that you give for the greater promotion and use  
of the list is a good one, but there are others: for example, the IGF  
is weakest in its connection to the grassroots community of Internet  
users at large outside of organised interest groups. With appropriate  
promotion and facilitation, this mailing list could become a seed for  
the development of a virtual community for the IGF that includes these  
forgotten stakeholders, akin to those that exist around other Internet  
governance institutions such as the IETF.  It could also provide more  
of an ongoing identity and presence for the IGF as a whole, that is  
otherwise largely invisible in between its annual meetings.
