Following your valuable input to UNESCO’s Internet Universality Indicators revision process at the consultation session during the Second MAG Meeting, I am pleased to announce that the revised framework has been published for further written input. Your continued contributions are most welcome. Please see the details below.

This revision responds to the evolving global Internet and digital environment, building on lessons learned from using the framework in over 45 countries. The goals of this process are to:

  *   Simplify the framework and streamline the implementation process.
  *   Reduce the number of questions and indicators.
  *   Address new topics in response to the evolving global digital and internet environment.
  *   Enable research teams to explore, comment on, and make recommendations about their national environments, and that these must therefore be applicable to diverse national contexts rather than over-specifying outcomes.

Since 2023, following an extensive consultation process with researchers, experts and stakeholders in international forums, UNESCO has produced a draft framework and has launched global open consultations to collect further feedback and input. Background information

UNESCO’s Internet Universality Indicators are a set of 303 Indicators that aim to assess the state of Internet development at a national level following the ROAM-X principles, under which the Internet should be Rights-based, Open, Accessible to all, nurtured by Multistakeholder participation and address (X) cross-cutting issues of the Internet such as gender equality, safety and security online and the environment. UNESCO’s General Conference endorsed the concept of Internet Universality with its ROAM principles in 2015. The IUI Framework was endorsed by the Intergovernmental Council of the IPDC in 2018.

Based on the collected evidence, the assessment reports propose actionable policy recommendations for diverse key stakeholders, to enable the improvement of the national Internet environment.
