following on from discussions at the MAG meeting, and after discussions with many of you, I would like to propose the following as a consultation process for the forthcoming report of the UN High Level Panel on Digital Cooperation (HLPDC).
As agreed, our consultation should be as inclusive and broad as possible and reach beyond the “IGF community”. We will need the active support of the entire IG community to ensure as many voices and views as possible are included.
Proposed process (subject to refinement as we better understand the report and other consultation processes):
1) as agreed, immediately following the release of the report, the IGF Secretariat will post the report on our commenting platform and it will stay open for 6- 8 weeks (late July).
2) commenters should identify themselves by name, region and stakeholder group as this will allow us to outreach to underrepresented areas and identify divergent views
3) we will produce a synthesis of the comments (preferably through a 3rd party and with the support of the MAG and the MAG Chair). All comments will of course be online and open to all to see throughout the process.
4) we will use the synthesis to have a further round of consultation(s) with the community leading up to the IGF in November as we currently understand the desired timeline.
As the first step above was agreed by the MAG during our last meeting, the Secretariat and I will enable the platform and send out an appropriate announcement shortly, in order to inform the community in a timely manner. The remaining steps are open for further discussion and I look forward to your thoughts.
