Thank you for your comment. However, you would not think that my previous words are wild if you took a look at my reply to Veni below. If you were me, you would think that behind-the-scene communication like this case is an insult (I would not like to use this word though) to your country’s stakeholders. And, because I do know your hard work and effort on the IGF I would not like to say this, but please do not use the word “insult”, I think that is not in a diplomatic and polite way rather.

Plus, I would be so grateful if you could make a comment after considering whether you know all what I have ever experienced.

Thank you for your reply. Well, nice to e-meet you and my first question is why did you or could you reply me on this matter? Why did you know that information while Japanese stakeholders do not know? While I appreciate your clarification, I cannot help thinking that someone from the IGF/MAG reached out to someone from ICANN, and then relevant information went to the GoJ via someone and miscommunication occurred while Japanese stakeholders including me are not informed of.

It is Japanese stakeholders or the Japanese community to decide whether to host the IGF, not specific people. Because of that, when Mr. Kwok from DESA kindly reached out to me to ask whether Japan is interested in hosting the IGF, I immediately shared that inquiry with all Japanese stakeholders via relevant MLs for future consideration.  I strongly believe this is the true community process, and this is required to all Internet Governance-related stakeholders because the IGF is a “multi”stakeholder forum, as provided in various documents. It is time for us to refute some news articles stating that the IGF is a blackbox. If things go on like this, how can we improve the presence or impression of the IGF and increase the participation and meaning of the IGF? Please tell me.

Thank you for your kind invitation. While I heartily appreciate your kindness, unfortunately I cannot help suspending my effort to try to raise funds from Japanese companies because of the above. However, please let me collaborate with you in another way and let me think about what else I can do for the IG community.

Finally, what I feel problematic here is not about whether Japan actually hosts the future IGF,  but about the above behind-the-scene communication.

Dear Chair , Veni  Kenta and MAG,

With so much going on at this time I believe there is a high level of anxiety. Hopefully everything will go smoothly at the IGF. Looking forward to Paris IGF and I am getting very excited. I am reaching out to my community at this time and ISOCBB is planning a remote hub. I do hope that the IGF will be held in Japan, as I would love to visit, but as Vini stated it is a bit too soon to be certain, the new MAG will FU. We still have 2019, 2020 to plan.

I would also love for IGF 2022 or 2023 to be held in Barbados or the Caribbean, and have been trying to encourage this plan. It calls for a lot of planning and input and fundraising. However we need to go through the correct channels.

Kenta, with regards to fundraising, perhaps you can join our fundraising group, I am sure that your experience will count.

Perhaps it would be better to deal with IGF 2018 first, and the new MAG will have time to see after it whether Japan and New Zealand's requests are still valid? As far as I can tell, they are not recent ("those conversations are a couple of years old, still fairly current"), so no need to rush to judgements and using strong words. Hope this is helpful?

On a personal note: As much as hosting of IGF is paramount to all of us, lets be decorum with our choice of words, you can ask your question in a polite way, but using wild language such as *(I would not like to think but if you should tell a lie, it would be extremely discourteous and I must say "do not play with the name of Japan"*) i think is an insult to all of us. This kind of language in my opinion is not acceptable in this divers multistakeholder community such as ours..

I think there are channels you can use to address your concerns in a more diplomatic and polite way.

    I will respond as soon as I can.  There are a number of competing priorities (in the next month) vs. 3 -5 years out.  We are all doing all we can while being very short-handed.

    This is also an opportunity that has been in the making for a few years, and was shared with the MAG in the past.   In many cases there are sensitivities from the governments in question with respect to how this is progressed and how this is shared.
