[IGFmaglist] Translated Workshop Proposal

Dear Lynn, Chengetai

During the Workshop Evaluation process, I have come across some Workshop
Proposals that I suspect could have been translated from another language
to English. It is during this translation period that a very good proposal
loses it's actual and rich content when it is translated into English.

I have on my list IGF 2018 WS #117
http://www.intgovforum.org/multilingual/content/igf-2018-ws-117-strat%C3%A9gies-de-cybers%C3%A9curit%C3%A9-et-respect-des-droits-de-lhomme
whose title is French and content in English. The Proposals has some bad
translations at some point but readable though.

I would suggest in the future, let us allow the community to submit the
proposals in their original language among the 5 official UN languages and
either use expert translators or assign them to MAG Members who speak that
language in question. This will encourage diversity and content originality.
