[IGFmaglist] Main session on technical and operational issues

Dear Danko,

thank you for bringing up this very important issue to be addressed in a thematic main session. From a child rights and child protection perspective the question of illegal content is critical. The deletion of domain names is not an adequate instrument both in regard of freedom of speech and in regard of child protection. So I highly appreciate to discuss how the challenge of fighting illegal content can be handled from a technical and an ethical point of view.

Kind regards
Jutta

That issue very much impacts domain name and hosting industries (registries, registrars, hosters and ISPs), as there are no widely accepted best practices and practical solutions that are respectful of public interests and fundamental rights.

Domain name is not a website, technically it is just an alphanumeric identifier pointing to the content, but domain name registry is often seen as an easy path towards removing that contents. Deleting a domain name is often disproportional action that doesn’t solve the problem, as same domain name can be registered again. Additionally, other possible actions have their own problems, so this is not simple and easy. On the other hand, we see trend for more privacy, including GDPR, than can make fight against illegal content more challenging.

I hope the MAG can agree on one of these 3 to focus the session on. I don't think 1h will give us enough time to cover them all, but we can at least try to focus on one.
