It is already an excellent start from my view. Would it be a big ask to also consider including a heading on "Needs and Requirements" or something along that line in that document. From my world - small island states (Vanuatu) for example, majority of decision makers and at the Government level does not understand the real need for innovating AI, why it is important etc...
For your considerations... If it is already there, please ignore this...

Dear MAG colleagues,
Following the discussion in yesterday’s Virtual MAG meeting, I am writing to underline the request for all 2018 BPF proposals (whether proposed as continuing or new) to look at the template structure set out at the end of this email and refresh/submit your proposals to incorporate these points.
First though, it is important to recognize the group that collaborated on documenting the current practice and then worked so quickly to take on board the comments made during yesterday's MAG meeting. That group is Markus Kummer, Wim Degezelle, Ben Wallis, and Eleonora Mazzucchi. They also added suggestions that those proposals looking to continue a BPF should demonstrate the breadth and depth of participation in the work of the BPF as well as other measures of success. Equally, it is important that MAG members read the previous reports of these BPFs in order to better assess them.
Final versions of BPF proposals should be sent to the MAG list by the end of THURSDAY 12TH of APRIL. This is intended to provide a few days for review by the MAG before a decision at the next virtual MAG meeting.
It is hoped that a more uniform approach will make it easier for MAG members to compare the various proposals, as well as give a good indication of the state of readiness of the proposed BPFs. The template sections are also intended to provide some criteria for MAG members in their reviews, e.g.:
- relevance to multistakeholder Internet governance discussions
- breadth of interest across community, e.g. demonstrated relevance to most or all IGF stakeholder groups, number of sessions on the topic at recent IGFs
- objectives/expected outputs
Another helpful input for the MAG will be the “heat map” resulting from the Call for Issues, which closes several days before the next MAG meeting, i.e. the results may give some indication of how much community interest there could be in the various BPFs. As the form requests info about stakeholder group, region etc, it will enable us to get a good sense of which issues appeal to which groups, helping to illustrate the issues which have broad cross-community interest.

I - NAMES OF AT LEAST TWO CO-FACILITATORS (MAG member + non-MAG members as appropriate)
II - BACKGROUND
This should include the relationship to multistakeholder internet governance discussions and the relevance for the different stakeholder communities.
III - DESCRIPTION:
Topics covered, proposed objectives and focus of the BPF
IV - OUTREACH PLAN AND MULTISTAKEHOLDER ENGAGEMENT IN THE WORK For all BPF proposals (continuing and new), this should mention the anticipated engagement from different parts of the multi-stakeholder community, including the names of organisations which have signaled a desire to participate, and intended outreach to attract further involvement in the work of the BPF.
For BPFs requesting to be continued, please provide a short assessment of the BPFs activities, including a brief explanation of the process that led to the BPFs output, a list of active contributors (organizational and individual - by stakeholder group) for your last cycle of work, and any ways in which the BPF brought new people and expertise into the IGF.
