Constance, thanks for the initial document regarding IGF Connecting the Next Billions: Phase II.
I have offered a number of edits, based on discussions that have taken place in the calls with the NRIs and also based on understanding the activities and capabilities of the NRIs. I also offered comments that expanded the initial more narrow reference to the examples of how the SDGs link to IG. I also expanded the list of strategic alliances with key players, as limiting to only one  organization whether from business, or civil society misses the broader play of organizations that are engaging globally and I hope you will be able to acknowledge a broader base of contributors. Finally, I ask that you accept that the Ministries of science and technology are key players and include them in your 'line up' of relevant ministries.  After all, telecom and ICT enable health, agriculture, education, and e commence. 
If we can capture that horizontal engagement in the work on Connecting the Next Billions: Phase II, I suspect we can truly contribute to achieving the SDGs.
22 of the NRIs submitted comments in 2015. The present document was not an analsis but a compilation. Time was not our friend. the work was good but I wonder if we might now, with Secretariat resources, seek to find commonalities, and differences. Can you perhaps as the lead on this, invite the IGF Secretariat and your self,  to engage for an analysis of commonalities and differences, and then we invite the next stage of contributions. 
I will make one other comment.  The NRIs self define their engagement and it will and must vary from NRI to NRI. Let's use terms like 'invite'.  Each of the NRIs has a different set of communities.  In 2015, 22 Initiatives contributed. I predict more in 2016, but the invitation aspect is important. 
The NRIs are also developing for the first time a plenary session and they are self determining the topic(s). As we develop this it seems to me to be useful to deliberate on issues that they consider priority and their engagement in Connecting the Next Billions: Phase II. 
On a different topic, the NRIs would welcome having you as a guest speaker to the NRI calls.
