+1 to Patricks questions.

FYI- I alsoshared the call on a number of mailing lists and there's
numerous similar questions on clarity of the nomination process and the
role of each stakeholder in the nomination process of their representatives
and a suggestion flouted is that perhaps a better approach (given that the
public call is already out) would be for each stakeholder to be able to
comment and recommend on the full slate of names submitted.

Another thing highlighted severally is that theres need for more
transparency such that once a list of MAG members is put on the IGF
Website, stakeholders need to know who is from what constituency for ease
of reaching out to them etc

Also suggested by various people on the mailing lists is that it would be
better perhaps for IGF to let people know where vacancies exist on which
members are rotating  out after completing their term – eg if they firmly
intend only to appoint one person from a stakeholder community in 2015,
because they are going to renew all others, it would be good for people
nominating to be aware of that.

It would also be good, if possible, to take the opportunity to clarify the
MAG process.  With the renewal and the implementation of the CSTD
recommendations, I think this would be timely.

Many people in the real world are confused about how the MAG appointment
process works. It doesn't get much clearer even when you're a MAG member.
There are high-level criteria available for the UN’s process for MAG
appointments (see here
<http://www.intgovforum.org/cms/component/content/article/125-preparatory-process/1459-mag-renewal-2014>),
but each constituency group has its own---*different-*--process for making
MAG recommendations.  These processes do not need to be harmonized,
necessarily, but the processes should be (a) shared with all, and (b) the
UN’s selection criteria, which is presumably based on the recommendations
of the groups, should be clear (and in writing); and (c) similar
expectations should be made public and clear for MAG  terms and renewals.

Transparency on all levels can be greatly improved. I hope that we will
seize the opportunity to do that now. Joly's questions are good but it's
not clear to the average potential MAG applicant where to go to apply or
how to go about it. The reference in the website to the "established" Terms
of Reference

is a nice start, but to be fair (this isn't an attack, it's just a fact)
those ToRs basically came out of nowhere last year and were not discussed
or reviewed with the MAG at any time prior to publication. Although they
are a good start, since the MAG was not invited to discuss them, none of
the MAG members are in a position to really "own" the material and share it
with others.

One way to help with this might be a FAQ or a guide on what the process is.
Something that you could send to someone---anyone---and say "hey, I think
you should consider applying." That's not the case today. There should be
enough information for anyone to pick that up and know how to determine
what multistakeholder group they belong to (this isn't always obvious),
know where to go to apply to that group, understand the timelines for
consideration, and then to understand what the review process of the UN is
after the stakeholder groups have sent in nominations. With appropriate
guidance on selection criteria, these groups should be able to submit
recommendations that aren't rejected by the UN. Alternatively, the process
could be reshuffled so that the UN is the sole evaluator of applicants. I'm
in no way suggesting that this should happen, but if the UN retains the
right to veto and make changes to recommendations (which happens not
infrequently), then this is already the state of affairs of voting, in a
sense, because stakeholder groups will submit candidates that are less
likely to be rejected by (unclear) UN criteria.

Maybe we can't take all these things on at once, but hopefully we can start.
