[IGFmaglist] Piece on the Next Billion

I should probably be spamming one of our other lists on the Next Billion
with this, but I'm not finding the right alias.  So apologies if this isn't
of interest.

For the dialogue on Connecting the Next Billion, we have a contribution
that could be part of the mix.  It's a paper that a few of us got together
to write to address the problem of exclusive contracts between large
condominiums and ISP.  We wrote it for a conference in Indonesia, but
there's a shout-out at the outset to the IGF and the next billion track.

P.S. As with a lot of these things, these are written in personal
