[IGFmaglist] National and regional IGFs: subsidiarity principle and leveling participation

Dear Colleagues,

I didn't have time to talk today since the interpreters' were leaving 
and Janis was strict with timing.

In line with what many of you have already expressed, I would simply 
like to state that to me the value of these national and regional 
initiatives in the IGF lies in two key characteristics:

1. The subsidiarity principle: the closer the discussions take place to 
the implicated people and communities, the more IG issues will be part 
of the national communities and the regional dicussions. Thence there is 
a greater chance that the IGF will also achieve a greater value and 
legitimacy for an increasing number of people.
2. There is a need to involve more high quality participation in 
workshop proposals and other IGF sessions from developing regions. 
Currently there is a strong imbalance, as has been reflected in some 
comments in this list a few days ago. The enhancement of national and 
regional initiatives will help to achieve not only a greater IG literacy 
but hopefully a more relevant and meaningful participation of people and 
organizations from these regions.
