Virat & Co.,
You have clearly put a lot of great work into providing focus to the main session on "Access" and "The Internet as Engine for Growth and Development." And it's very helpful.

However, as I expressed on the last MAG conference call, I'm not sure we need to--or want to--come up with a new title for this main session. Why not just retain the two subthemes we all agreed to in Geneva in February? When I was at the White House, I learned of using the same words and phrases over and over again. Whenever you change even a few words, people ask, "Why are they doing that?"

The proposed new titles unnecessarily narrow the discussion by focusing solely on POLICIES. When I hear "Internet as Engine for Growth and Development," I think about standards, business practices, education, economic analysis--as well as policy. And, more importantly, I think about the roles individual users, technology providers, network owners, academic researchers, interest groups--as well as governments.

Does anyone else share my concerns?

Dear Members of the MAG,
Following some excellent suggestions and contributions by MAG members and session volunteers, please find attached Version 1.0 of the Note Inviting Comments on main session on "Access" and "I4G&D" on Day 2, which has been refined to include comments received thus far.
Special thanks to Anriette, Patrick, Judy, Hossam, Yuliya, Peter, Anna and Olga, for their contributions. Each has helped improve the perspective and broaden the scope.
Next steps

i) Based on the note, updated background brief, and policy questions, please provide specific names for the various multistakeholder speaking slots (identified in section 4 of the note) of existing and well known experts and hopefully new voices / contributors to the session.

ii) It would certainly help to get multistakeholder speakers from Asia, Africa, Latin America and Arab States, who have specific contributions to make in this session. In case you have suggestions for names, please check with the speakers about their willingness and availability for participation on Wednesday, September 3rd, at the IGF 2014 in Turkey, Istanbul, from 9:00 a.m. to 12:30 p.m. in this main session. That would be most appreciated. Given the shortage of proposals from Africa we should try and get 3-4 excellent speakers from Africa to give the African perspective in this session.

iii) Additional inputs with regards to refining the scope of the session are also welcome - including from those who have already contributed - in case they wish to refine/expand further their points to further improve the background note / format / policy questions.
Based on fresh inputs and new names received during the week - the latest version/status will be available for discussion at the Paris MAG meeting, 19th - 21st May 2014.
Warm regards,
Virat Bhatia
