[IGFmaglist] Standard deviations added to Workshop proposal Evaluation

Thanks so much for doing this.  I hope you didn't stay up all night pulling together the data.



Some particularly interesting proposals are at the top of the list (some good and some bad, in my opinion).  I'm particularly interested to note that several of the proposed panels on Internet censorship in Turkey had unusually high standard deviations.
