[IGFmaglist] VPN in UNESCO site?

Just to be clear:
I can get access to the wifi network (HQ-AIR-PUB) and it works fine.
But I am asking about access to VPN services via the UNESCO wifi.
The question is whether I can start a VPN service for improved security of my traffic (common practice these days which should be supported on all access networks, in the interests of network neutrality, transparency, security and privacy :-)
So far I have tried several services and it seems that the UNESCO network will not allow connection.
If there is a special trick, could someone from UNESCO could help give us some instructions? Or if there is a restriction, they could remove it?
