It appears that yes, there *can* be a downside to being so established and
respected within one's field. :)
I say this jokingly because it is a concern -- Bill highlighted this
problem last year, which is why we've included the section in the proposal
form that asks whether speakers have been contacted.
Like Filiz I also generally downgraded proposals where speakers have not
been contacted. In my opinion, a speaker shouldn't be included within the
proposal if that person has not been contacted. Contacting someone isn't
difficult, but confirming them prior to the proposal's acceptance is, given
the resources required for travel if that person has not already planned to
attend the IGF.
Perhaps next year there should be an express statement within the proposal
form about this issue, advising proposers that their proposals will receive
a lesser score if speakers have not been contacted. There are a few
different ways in which this problem could be addressed up front.
