[IGFmaglist] Update on BPFs - themes identified

Thanks a lot Constance for shaping the BPF themes. 
During the conference call the fact that some WS proposals look like a BPF may either increase the options or help us to find key contributors. 
Having 4 or more BPFs would contribute to offer concrete lessons on these topics to the Istanbul attendees.
