Constance,
I am VERY glad that you are done so much work on the Best Practices sessions.  I think they can add a great deal of value.  I think that ideally we'd split the time at the IGF equally between practices, policy, and technology/standards.  (But I realize that it's inevitable that a LOT of time will be devoted to politics.)

Unfortunately, I am hosting an event with the head of OfCom at Microsoft's DC office tomorrow morning and will have to drop off the call shortly after it begins.  I would like to add a few possible topics to the list of likely Best Practices topics: (1) authentication, (2) online privacy, (3) parental controls (e.g. NetNanny), and (4) cybersecurity.

I look forward to hearing more great ideas . . .

Would it be possible to add an item to the agenda of tomorrow's call: Best Practices Forums?
Bearing in mind that there are still discussions about their formats (e.g. would BPFs be main sessions?), and inspired by the guidelines provided to organizers of BPFs at IGF 2007, please find below a few ideas and questions for the consideration of the group during tomorrow's call:

Draft Guidelines for Best Practices Forums:

Aim of Best Practices Forums
The aim of these sessions would be to demonstrate, in a multistakeholder environment, some of the best practices that have been adopted with regard to the key IGF themes in general and to the development and deployment of the Internet in particular.  The sessions would provide a space to discuss what constitutes a 'best practice', share relevant information and experiences and build consensus around best practices that can then be transferred to other situations, and strengthen capacity building activities.

Provisional list of 2014 BPFs
- Spam
- Internet governance Principles
- Regional and national IGFs
- IXPs
- Other?
Note:  It is recommended to focus on topics that are narrow and mature enough for stakeholders to be able to discuss existing practices, and possibly identify common ground.

=> ASK: During our next call, discuss and agree on the list of themes for the BPFs.

Intersessional work: on the road to IGF Istanbul
Through intersessional work (Webinars and ad hoc mailing lists open to all stakeholders) led by MAG members and independent experts, participants could start preparing the Istanbul sessions by documenting best practices. Materials collected could be stored on the IGF website in a Best Practices Resources web section.

=> ASK: Identify MAG leaders who can work with the Secretariat to kick-start intersessional work.

IGF Istanbul Best Practices Forums
The sessions should be based on a common template.
A template could look as follows:

Definition of the issue

Regional specificities observed (e.g. Internet industry development)

Existing policy measures and private sector initiatives, impediments

What worked well, identifying common effective practices

Unintended consequences of policy interventions, good and bad

Unresolved issues where further multistakeholder cooperation is needed

Insights gained as a result of the experience

Proposed steps for further multistakeholder dialogue, intersessional work between IGF 2014 and IGF 2015 (workshops, common projects, etc.)

The means employed to achieve a solution are as important as a learning experience as the actual ends achieved.  A discussion of unintended consequences, both positive and negative, of mistakes that were made and of lessons learned will further enrich an understanding of what has been accomplished.

The Secretariat would document the proceedings as a concrete output of the Best Practices Forums.

 => ASK: Discuss and finalize a common reporting template for the BPFs.

BPF Reporting mechanisms
The BPFs could report in different ways (using template mentioned above) that have already been discussed:

All BPFs report into a specific main session on BPFs at the end of the IGF

Each BPF reports into a main session on a broader related theme (e.g. BPF on Spam => main session on Trust)

BPFs are elevated to the level of separate main sessions (advantage of benefiting from interpretation - recommended option)

Each BPF is part of a main session (I would not recommend this option as the BPs get diluted into a broader discussion)

=> ASK: Discuss and select the reporting mechanism of the BPFs.
