[IGFmaglist] [BBC] Turkey moves to block YouTube access after 'audio leak'

Dear Izumi, dear colleagues, greetings!

Here are few comments/reflections from my side on the issue of Turkey's
moves on the youtube or any other online media channels:

1. *Let's depart from the mandate of MAG in the first place*, which is *"**The
purpose of MAG is to advise the Secretary *
*General on the program and schedule of the Internet Governance Forum
meetings*."

However, and if there should be a consensus on the fact that we would still
want to address the issue, then, "translating" our mandate into action for
us, @ MAG, would be to create more space for dialogue and debate on the
subject matter @ IGF in Istanbul and let local stakeholders in Turkey
express their position/s vis-a-vis this issue.

2. My second point or question would be:* Do we have any letters/concerns
being expressed by stakeholders/users *in Turkey & addressed to us @ MAG,
and what are those concerns exactly?! So, without having that in place, and
by making assumptions on the situation based on the international media, I
would not take any action.

>From my experience of serving on other international boards we were
exclusively getting back only upon demand from civil society, having access
to civil society reports, governmental reports and independent reports, and
only then decide on what would be the best approach/way to address the
issue.

3. The issues related to online social media should be indeed under the
focus of *national audio-visual* & national media coordination units/etc
(depending on country) and they are the ones to start addressing the issue
should there be concerns raised both within the country and outside the
country.
