[IGFmaglist] Overarching theme and workshop evaluation text

Good questions.

I'm responding here to suggestions that I made, along with Susan, Vlada and at least one other in Geneva, to regard themes as tags and allow multiple selections.

I'm not clear to be honest exactly how this will impact on selection and scheduling; and perhaps it isn't feasible.  If it is better at this late stage, then I'm OK to ask proposers to select a single primary theme, particularly if they can also select from multiple tags which help to describe the session.
