Subject: Draft Template for Main Session Titled "Policies Enabling Access, Growth and Development on The Internet", Day 2, Wednesday, September 3, 2014, 9:30 a.m.-12:30 p.m., at IGF, Istanbul, Turkey
Dear Members,

1. In preparation of the template for main sessions, requested by the secretariat by August 4, 2014 - a draft is presented here for your comments (as per the template format).

2. Thanks to multiple contributions and names provided by nearly 18 different individuals - members of MAG, observers and others - we now have a list of 22 speakers invited for the large roundtable. 19 have confirmed. Of the 22 invited, 15 are from developing countries and 2 from International Organisations. 8 of those who have confirmed are women - 6 from developing countries. There are 2 moderators (1 woman), and 1 remote moderator (woman). There is a clear focus on inviting developing country perspectives and women participants / moderators / co-moderators. For this we are especially thankful to the contributors who have put up a mix of well-known and new names.

3. Apart from ITU and UNESCO, panelists from Turkey (Chair), Nigeria, Egypt, South Africa (Africa), Qatar, Lebanon (Middle East), Argentina, Brazil (Latin America), China, India, Sri Lanka (Asia), Pacific Islands, United States and Europe, will share their perspectives.

4. In addition to the 2 moderators and 1 remote moderator, an attempt is being made to induct youth volunteers to help in conducting this session. Any names are most welcome. Currently the moderators /co-moderators and youth volunteers represent Fiji, Kenya, India and UK.
Comments requested:

(i) Any suggestions with regards to the description and agenda are most welcome.

(ii) Any final suggestions on the set of policy questions (currently 7) which will be reduced to 5-6, contributed by members, keeping in mind that this is a large, roundtable format, where not all speakers will be required to respond to all policy questions, and further, that the session combines two subthemes.

(iii) The moderators have had an opportunity to comment on the document, just as all MAG members and those on the dedicated list. Their comments / changes are included in the document attached.

(iv) Please revert with your comments by July 25, 2014. That will enable us to get this document across to the moderators for one last review before closing it. After that, we hope to submit this to the secretariat by August 4, 2014, in the template provided by the IGF secretariat.

(v) Again, special thanks to Anriette, Patrick, Judy, Hossam, Yuliya, Marilyn, Guy Berger, Christine, Paul, Peter, Anna, Olga, William, Subi, Ankhi, Buyn, Cheryl Miller, and Claudia Selli, and Dr. Govind, Dr. Ahmet, Jimson, Ayesha, Martin Levy, Alice Munyua and Anju Mangal for their valuable contributions.
Warm regards,
Virat Bhatia
