Dear Marylin:

Thanks for your comments on this main session.
We (Susan, Baher, Constance and I) have developed a paper that I hope 
clarifies some of your concerns. While addressing both issues might seem 
somewhat ambitious, I think that it is essential to address the 
inter-actions and inter-dependencies of both in a main session rather 
than in smaller workshops / roundtables, where the impact of such a 
discussion might passed unnoticed for a greater number of participants.
I really hope you don't see the initiative after reading this short 
document as diminishing the importance of any of these two, but as a way 
of addressing the actual complexity of the debate which you have pointed 
out and which in the current IG landscape is certainly an issue that 
merits a main session.
