Dear all,

The outline is indeed thorough, and most relevant facets of the
discussion are in there.

Still, I will remind MAG members that the European Union is presently
making legislation in this field, and that the IGF could assert itself
as a relevant platform for discussion by not restricting itself to a
mere re-iteration of previous discussion points.

One could for instance imagine sending a request to relevant European
governments asking them for brief statements on each of the four modules
proposed. I believe it's relevant for both us and them that they reflect
on the fullness of the discussion.

One could imagine also inviting specifically a representative of the
on-going Italian presidency of the European Council of Ministers, for it
is this latter institution which in the autumn will reflect on the
merits of whatever points we can again raise.

Perhaps an FCC representative could reflect on the FCC:s work after the
court case, how the FCC perceives its documents to interact with
Congress and the general legislative discussions in the three houses of
power in the US. In my view, the discussion will again be strengthened
by illumating institutional relationships and /where/ a particular
decision is made and /why/ (regardless of the nature of the decision).

Unfortunately my knowledge of the Marco Civil discussions is not
sufficiently extensive for me to know how this experience is best
integrated into the panel, but I am sure that also from Brazil there is
either important government, parliament or regulatory authority
expertise to be similarly collected.
