This highlights the issue that I’ve raised many, many times: we can’t continue to live the fiction that costs of the IGF in-country are completely separate from the costs of the Secretariat.  Even if they are paid separately, if we continue to turn a blind eye to the holistic purpose of the IGF we’ll continue to get messages like the rationale given here ("The change of dates have been necessitated by the availability of a more cost-effective venue.”)

We need: One IGF, One Budget.   Sources of payment for the budget can be different (e.g., the host country can still be the contributor to the country budget) but if we don’t manage the budget holistically this will continue to occur.
