Very often (in UN circles, etc), the approach of Gender Mainstreaming<http://en.wikipedia.org/wiki/Gender_mainstreaming> is used. Same as Human Rights, these are seen as cross-cutting issues that should be  a part of every discussion and not as a category on their own.

+1 for mainstreaming them in our discussion, along with human rights.

Please forgive my blunt ignorance, I realize that this is may a silly question and could rightly subject me to a ton of criticism.  Please admonish me appropriately, but I have to ask:

The question has really come up a lot here at NETmundial about inclusion of women in the governance process (and thus in the information society).  It's a pretty sad state of affairs, really. The industry is (as with many industries) dominated by men globally and the representation of policy issues globally gets even worse in that regard.

So here's the question that I'm a little afraid to ask: are women considered to be a category of"disadvantaged/vulnerable" in this context?  (The question makes me a little nervous because I may be unintentionally walking in to an area where I don't use the right vocabulary and may unintentionally offend).

If so, could we be clearer about that?  If not, have we had any real discussions about profiling the need for gender issues in the information society in one of our main events or plenaries?

This has reference to the last 2 virtual MAG meetings and an agreement to hold a main/focus session combining 2 sub-themes “Policies Enabling Access” and “Internet as an Engine for Growth and Development” on September 3, 2014 (2nd  day) at the next IGF in Istanbul, Turkey. A Note for brief inviting comments attached (NIC)

A note for brief relating to the main session is being circulated here for your comments, advice and inputs.  This is a first basic attempt to get options for titles, formats, moderators, speakers and most importantly, off the ground for discussion and inputs from all. Based on the inputs a conference call can be proposed amongst contributors and volunteers and all others who wish to join.

The NIC is attached. You are requested for initial comments by Thursday, April 24, 2014.  The note provides some early outline ideas and invites comments on the issues of:

1.      Background brief on the sub-themes

2.      Suggested titles for main session

3.      Suggested formats

4.      Suggested Moderators / Remote Moderators

5.      Suggestions for potential speakers / organizations

6.      Suggested Policy questions

7.      Suggested for Timelines for execution

8.      Request for volunteers

Time permitting we could discuss this session on the 3rd virtual meeting of the MAG scheduled for Wednesday, April 16, 2014.

Look forward to your first set of comments and ideas by April 24, 2014.  We also need some of the volunteers to hold the pen on the document as it develops.
