Agree very strongly with you Paul. I think the working group needs to
rethink the topic selection.

To me this suggested sessions on really practical issues such as spam and online privacy, consumer/user safety, or encouraging IPv6 adoption: sessions where a range of approaches could be reported, compared, assessed, etc; and which could equip IGF delegates with new ideas or approaches to their own situations.

I guess my view here is coloured by recent experience at the WTDC in Dubai, where I had a series of meetings with mostly Government folks, whose priorities were certainly not in "internet governance principles" or even how to run a good National IGF. What I heard was a whole range of very specific and pressing concerns: how to protect users from abuses which are carried out via Internet services operated from other countries, how to track the sources of abuse and attribute online behaviour to specific perpetrators, how to deal with content which is regarded as unacceptable in a specific jurisdiction, etc etc.

The meta-issues do have a place at IGF, but it seems to me that if they become the focus of best practice sessions, then the IGF starts to look very circular and self-obsessed (to the extent of navel-gazing) rather than relevant to the concerns of a much wider community of interest and concern.
