[IGFmaglist] important topics for IGF 2013

It's music to my ears that this topic is being considered and discussed by
the full MAG.  I stood alone in bringing this topic up in the open
consultation last year (see attached transcript excerpt), and it landed on
deaf ears.  I fully support seizing the opportunity to discuss it this year
and I heartily volunteer to be part of any group that sets this discussion
up.
