facilitator for the Best Practice work-stream. The main reason for her
decision was linked with perception by some among involved that the
coordinator who plays a leading role comes from an organization with strong
views on these issues.
I asked Markus Kummer if he would agree to carry work forward until the
finalization of the first set of five compilations. I am pleased to inform
you that Markus has agreed to coordinate this work that is still ongoing and
needs to be completed by the December MAG meeting. With experience and
reputation in the community Markus is ideally placed to conclude this work.
Let me also take this opportunity to thank Constance for her work in
reviving the Best Practice Forums and bringing outputs to the current
advanced stage. She has made a great contribution towards taking the IGF a
step forward towards more concrete outcomes in line with recommendations of
the CSTD WG on IGF improvements.

Dear all,
In view of next week's MAG meeting / Open Consultations, I am sharing with
you advance copies of the final reports of the five Best Practice Forums.
You will recall that the MAG identified the following five areas as themes
for the Istanbul Best Practice Forums:
. Developing meaningful multistakeholder mechanisms
. Regulation and mitigation of unwanted communications (e.g. spam)
. Online child protection
. Establishing and supporting Computer Emergency Response Teams (CERTs)
for Internet security
. Creating an enabling environment for the development of local content
Each theme was dealt with in one separate session at the IGF 2014 meeting,
while a final wrap-up session brought the outcomes of the individual
sessions to the broader IGF community.
The preparatory process started shortly after the MAG at its Paris meeting
in May decided to hold the Best Practices session. Lead experts managed
email list serves and led global discussions on these topics. They were
supported by the IGF Secretariat, which had recruited two additional experts
for this purpose. Each group published an initial draft prior to the 2014
Istanbul IGF meeting and opened them up for public comment.
At the IGF Best Practice Forum wrap-up session in Istanbul, the broader
community provided additional comments, which were incorporated into the
draft documents. While for some Best Practice Forums most of the work was
done through the online process, for others, the physical meeting in
Istanbul provided a valuable corrective with some substantial additions. The
reports were finalized in an online process.
The lead experts noted that each thread had found rough consensus on some
issues and acknowledged that further work in each area was needed. The final
outcome documents in each of these areas reflect the rough consensus views
of the lead experts and contributing stakeholders. The reports on each of
the five themes are fairly substantive, but for ease of reference each
report is preceded by a two page executive summary which highlights the
areas of consensus and also notes divergent views. Of particular interest
for next week's meeting are the suggestions for future work which are
brought to the attention of the MAG and all interested stakeholders.
The reports are now being formatted and will undergo some final editing
(mainly ensuring language consistency) by the IGF Secretariat. They will be
made available on the IGF website later this week .
