One speaker that might be worth considering is Claudia Calvin. She runs 
the project "Mujeres Construyendo" which deals with capacity building 
and training efforts for women bloggers not only in Mexico but in the 
LAC region in Spanish language.

approaches the dimension of local content from a gender perspective.
