Talking about European CERTS, at the start of ENISA there was a push
to make it the pan-European CERT. This idea was abolished and a
support group was set up to collect a "lot of good practice material
that aims at helping EU Member States, but also other stakeholders, to
smoothly establish and operate CERTs / CSIRTs." [1]

It is a while I looked at it, but that site claims to have decent
documentation as well. They do have a guide how to set a CSIRT in 26
different languages.
